Bohol civil engineers bid  for CPES accreditation

Tagbilaran City, Bohol— The Provincial Government of Bohol (PGBh),  led by Governor Edgar M. Chatto, intensifies effort to ensure effective delivery of various infrastructure projects in the province as 29 government civil engineers here aim to qualify for Constructors Performance Evaluation System (CPES) accreditation, a performance-based constructor evaluation system.

Following the completion of the three-day Accreditation Seminar Workshop on Constructors Performance Evaluation System (CPES) held here recently, the Provincial engineers from Bohol immediately sent applications for CPEs accreditation to the Philippine Domestic Construction Board of the Construction Industry Authority of the Philippines, the governing body for CPES program.

Created through Presidential Decree 1594, CPES program is a rating system used to evaluate the performance of all local or foreign constructors undertaking government infrastructure projects. The evaluation system covers all aspects of project implementation- workmanship, materials, time, environmental safety and health concerns, resources deployment, and facilities.

In its website, the Department of Trade and industry states that CPES is like a “report card” wherein the constructors will be rated during construction and upon completion of the project.

Based on the implementing Rules and Regulations of PD 1594, all concerned government agencies shall implement CPES program through the establishment of CPES Implementing Unit (IU) in their agency.

According to Sonia Valdeavilla, Officer in Charge of PDCB, said Bohol engineers may be accredited as they have shown strong participation and interest in the CPES training sessions.

The workshop included lectures and presentations of case studies on CPES implementation and an actual project evaluation using CPEs in two of Bohol’s ongoing projects- the Concreting of Calape-Pangangan Road in Calape and the Water Treatment Facility of Congressman Natalio P. Castillo Sr. Memorial Hospital in Basak, Loon.

They took the case study exercise and practicum session very seriously,” said Valdeavilla.

The Seminar-Workshop on CPES Accreditation Course was conducted with full support and funding from the Provincial Government of Bohol which is one of the seven partner provinces of the Philippines Provincial Road Management Facility (PRMF), a five-year development initiative between the Governments of the Philippines and Australia.

PRMF helps Bohol put in place the governance systems and mechanisms that will enable the provincial government to effectively and efficiently manage programs and projects using road as an entry point.

PRMF supports the Bohol provincial government in setting up the CPES Implementing Unit which shall oversee the implementation of CPES program in the province.
